Default Wrong sized raise pre-flop?

What do you all think?

Paradise Poker No-Limit Hold'em Tourney, Big Blind is t200 (4 handed)

Hero (t1230.00)
Button (t3746.00)
SB (t2474.00)
BB - Villain (t2550.00)

Preflop: Hero is UTG with T[img]/images/graemlins/heart.gif[/img], A[img]/images/graemlins/diamond.gif[/img]. SB posts a blind of t100. BB posts a blind of 200.
<font color="CC3333">Hero raises to t400</font>, <font color="666666">2 folds</font>, Villain calls t200.

Flop: (t900) T[img]/images/graemlins/spade.gif[/img], 6[img]/images/graemlins/club.gif[/img], 5[img]/images/graemlins/diamond.gif[/img] <font color="blue">(2 players)</font>
<font color="CC3333">Villain bets t200</font>, Hero raises t630 (all-in). Villain calls.

Turn: (t2560) 4[img]/images/graemlins/heart.gif[/img] <font color="blue">(2 players)</font>

River: (t2560) 8[img]/images/graemlins/spade.gif[/img] <font color="blue">(2 players)</font>

Final Pot: t2560
<font color="green">Main Pot: t2560 (t2560), between Hero and Villain.</font>
Villain shows 56o to make two pair and win the pot.

Although I normal tighten right up on the bubble the whole game had become very tight, so thought a small raise preflop would be good enough. If i hadn't hit top pair on flop I would have folded straight away if bet into. Villain had been playing pretty loose up until the bubble, and I certainly didn't put him on an overpair - so at least I got that right. Was I right to push on the flop though?

Push this preflop in my opinion, I don't think its debatable at all.

Thats awful, awful, awful. You're the short stack here and can't afford to play weak-tight poker like that. Push preflop and it isn't close.
