Default option to raise when all in is short of blind total

if 4 players are still in. blinds are 10/20. 1st option bets 20. 2nd and 3rd call. dealer goes all in with 25. does that five extra which isn't a full raise, give the other players the opportunity to re-raise?

In standard rules it shouldn't, but some websites have software that ignores this issue and allows another round of betting after a shortstack pushes.
