[/ QUOTE ] It's a claim based on my half-assed knowledge, but it seems reasonable. See my link to Seward's Folly in my other post. It looks like the purchase was a one-man effort, and had the South won the Civil War, the resulting shakeup in the administration would have resulted in Seward having a different position. Even if he had the same position, he could have been doing other things, and even if he wasn't doing other things, he wouldn't have the clout to negotiate his purchase and get it through Congress.
