Internet won\'t load anything when I\'m downloading a file

If I have just one download going, the internet will become extremely slow or stop completely. It doesn't matter what the download is, this always happens. Is there a way to increase the bandwith limit or something? Or another way to solve this problem? I know this shouldn't be happening.

Connection speed? Type of computer? Browser?
