Costa del Sol, Spain. Not sure about the high speed internet part but I do know that it definitly meets the other three criterion.

That is a nice enough place, for sure, and the proximity to the beach is great. But I don't want to be in a tourist pad. I want a home that is my home, not a vacation condo with maid services and neighbors that are changing every week.

I also need to have the Internet connection in my house, since it's a pain in the ass to transport a quad 21' monitor system around.

From what I've heard Costa Rica is more americanized than Todos Santos.

Costa del Sol is nice, but I think it might be a little too touristy for what he is looking for.

I am a big fan of Barcelona over Madrid. Yes, they speak Catalan there, but Spanish as well.

Sevilla is another option that I would highly recommend.

I love Spain.

Edited to add: I just noticed the "tropical" part of your post. Some of the other South American/Island choices might be better than Spain for you.
