Bet when you were going to call anyway is reasonable advise against someone who doesn't bluff enough on later streets. This is because this sort of typical player WILL call with more hands than he'll bet.

This is bad advise against aggressive folks, where you should routinely check-and-call with hand that can't stand a raise.
