Limit HU short-stack opening reqs?

I just played my first limit SNG, and stumbled into the final two. I kept facing the decision of whether to fold/complete/raise in the small blind. Although I've played heads-up with deep stacks, in the tournament I had 2-6 times the big blind for a while.

Suppose one or the other player has about 4 times the big blind before posting the blinds.
