Default Can you use ICM to determine if you should raise? or call a raise?

I use the Chip Model to determine if i should call a player's push.

but how about just calling his 2.5BB raise?

and should it be used to determine the cards needed to raise 2.5BB if i'm the 1st in the pot? or even to push if i'm the 1st in the pot?

In short: no.

Not unless you can describe his strategy for all possibilities from there.

The thing about all-ins which make them so easy to analyze in a mathematical way is there is at most 1 decision left to consider: whether or not your opponent calls.

Edit: for the case of you pushing, yes. But you have to decide on calling standards for him.
