no sophisticated turn raise or fold to 3 bet decision here...

before the flop, hero had QQ in late position and someone before him exposed a Q while mucking. hero mucked QQ even though there was no raise. there were 2 limpers before the action got to hero.

good move?

if not, raise or call? what's the cut-off for raising, and what's the cut-off for calling?

Terrible fold. Do you need to flop a set every time to win with QQ in late position?

The whole point of big pairs is that you don't have to flop a set to win. Raise, and if less than a Q comes on the flop, you're probably good. If an Ace or a King flops, send out a bet, see what happens. If both flop, you're probably toast.

The top four pairs usually don't need to flop a set to win so call. In this spot fold 99 and below with an exposed card. TT is boderline. In a steal spot (open raising late), even the medium pairs aren't dependent on sets so raise away.
