Just call the raise on the river. With KQJ on the board second and fourth pair is not usually going to be good.

I think Q7 will be good here quite often depending how agressive your opponent is. I agree though that you shouldn't 3-bet but just call on the end. The board is slightly too co-ordinated and his river raise screams, "Call me, or better yet, reraise me!" I generally try to do the opposite of what my opponents want me to do, but I at least call here 100% of the time unless I have an excellent read.
