My understanding is that the new law keeps Banks from doing business with Poker Sites. Will that include Neteller? Can this particular law make it impossible to move cash or just difficult?

There is no law yet. A bill passed the House a couple of months ago and has yet to put on the Senate's calendar. For detail on the opinions of how this bill will affect internet poker *if* it becomes law, please search the archives. The topic has been beaten to death on this site.
