Call this?
Blinds are 50/100. I have ~1100 chips. I'm one before the button. UTG +1 Raises to 400. He's about the tightest player on the table. folded around to the guy right before me who has both of us covered. He re-raises another 1000. UTG+1 has about 600 left and will most likely call this raise. Should I call it with my AKs?

No. What hands are you hoping to see them turn over?
Even vs two underpairs, your best situation, you are only about 38% to win, vs AQ and an underpair you are 35%. Those are pretty small edges compared to AK v AK v pair (EV 22%). Obviously if either of them has AA it's a disaster.
