Default No-limit tourney, UTG raise \"in the dark\"

Is there typically a limit to the amount UTG can raise "In the Dark"? This question came up in our weekly poker league at work. One of the members found this listed as rule in a list of rules published on the net we are using. This seems to be more of a Straddle in limit???

Ive never heard of one, and furthermore it would be kinda dumb of a table to want one.

If he wants to risk his chips without seeing his hand and u all get to see urs why not let him? Sooner or later hell get wacked.
