This should actually be pretty easy. Many/most sites (stars, party) use .wav files for sounds (shuffling cards, raising, etc.).
Windows allows you to control .wav volume separately. Go to Control Panel/Sounds and Audio Devices (in Windows XP). On the volume tab, click Advanced. Then, lower the volume for the Wave setting. This should do the trick.

the problem with this is: if you are listening to mp3s (via itunes, winamp, etc.), the ".wav" volume slider will turn the music down as well. try it, you'll see.
the best i can think of is what mymindisgoing said: alter the actual sound files with wavelab or soundforge.
this has actually been a problem for me too, with big "ping!"s and "dong!"s interrupting a miles solo or a squarepusher break. but, since i'm too lazy to do all that wav editing, i just live with it.
