I either fold or limp this from mp after a limper at this stage of the game. Later when some of the donks are knocked out and the blinds are bigger, KQs is a very good hand, but its not here.
A lot of times at the 11's I see people limp/reraise with AA or KK. Sometimes you'll see something like K6o too, but the times you're behind with KQs in this situation are probably greater than the times you are ahead here. I'd probably fold.
I'd call if the raiser has been playing really, really, really loose.
