It's probably +EV to call his reraise b/c of pot odds, but what you would gain by winning probably doesn't offset what you would lose by losing.
At level 3, in an $11, I wouldn't raise KQs in this situation. Rely on limping and winning the hand post flop. It's to early to be calling marginal all-ins.
