I generally think of these minimum bets as "Post Oak Bluffs" (Brunson's term), a meaningless small bluff bet into a missed flop. Unless I have reasons to suspect a strong holding, I'll raise between half and full pot, most often to see my opponent fold.
Technically, if the pot is 500, and some goof bets 30 into it, he might as well not have bet at all. No reason to be frustrated, just treat the mini-bet as a non-bet. Which of course could be first step of a check-raise.
