It really depends. Personally, I wouldn't use one without a personal recommendation and something I could inspect for myself. The difference between good/bad in any profession is large, and tailoring, particularly custom tailoring, is highly idiosyncratic. You have to consider things like cut and balance in addition to basics about quality workmanship. That plus a good tailor should be skillful in hiding your body flaws.
