No real read on UTG except he's running out of options and after the blinds will be just under 3 BB, mini raise could be either mediocre or monster is how I see it.
MP1 had made a similar move from MP with small pocket pair against another short stack. I felt it was a good spot to get my chips in and either pick up the pot uncontested or at least be in decent shape in a race.
