Tough one.
Flop >> I would have made the check-raise on the flop, hoping to punish BB aggro-tendencies. If the c/r was called through, i would lead the turn and see what happened, almost no matter what showed up but fold to a turn-raise. UTG could also have picked up BB aggro-tendencies and therefore didnīt want to fold his overcards.
But itīs really a close decision. As you mention the pot is not really that big...
