Because maybe he was hoping one or two of the limpers in between would call one off and come along for the ride? C/R = 1 bet from hero, call = 1 or maybe two from limpers. He seems to be giving himself a shot at an extra small bet.
Makes me suspect Hero got shown the nut flush.
