Citicard and alot of other credit cards are all on the anti-gaming bandwagon.
The reason is because it is high risk. An ex:
you charge $10,000 and bring it to a poker site. You play badly, on purpose. You dump 10,000 to your buddy over seas. Your credit card company comes calling, but you never meant to charge that much and the action on the site seduced you into playing for the overly large amount. Lawsuits a plenty.

Anyway, thats why there are limits on how much you can load onto a gaming website at one time, and why banks don't let you charge directly to the gaming site.
