If I'm the preflop raiser, which seems to be most of the time I see a flop, my default play is to bet or raise unless I have a specific reason not to. I think I need to get better at finding those...

You typically don't count overcard outs as full outs, since you'll often be behind even if you hit, or get drawn out on the river if you hit the turn. Counting them as 1.5 outs each instead of 3 is...

You should probably value bet this, as you guessed. Most players will call you with an 8, and many will call with a 5 or 6.
