That's a pretty standard number of online players for this time at Party since the split. That number doesn't mean there are 40k players sitting at the tables playing real money, but just logged...

Any monitor that can handle a 1600x1200 resolution will be able to 4-table without overlap. There are plenty of very nice 19"+ CRT monitors that will do this for anywhere from $150-400. To get this...
