Actually, it's none of the above. The correct procedure is quoted from Roberts Rules:

"If the dealer turns the fourth card on the board before the betting round is complete, the card is taken out...

The problem doing it that way is that both the turn and the river cards will be wrong. If you set aside the early turn card and then burn...

I had this happen to me once in the 1 seat. I learned my leason very quickly. You must protect your cards.

And the dealer in this case was a dick. He should have been disciplined.

If you reshuffle the stub right away, then both the turn and the river card will (probably) be wrong. If you place a new turn card before the stub is shuffled, then you only have one card in flop...
