Why does Carolina get winner of play-in game?

I can't quite figure this out. If Oakland/Alabama A&M are the two worst teams in the tournament, and Illinois is the top 1 seed, why don't they get the worst team in the first round?
Not that I'm complaining

Because the Indianapolis regional is a Thursday-Saturday regional and the play in game always plays on Friday-Sunday to ensure they have travel time after playing on Tuesday.

Also because it doesn't matter - if you lose to a 16 seed as a 1 seed, regardless of what team it is, there are no words to describe the depths of your shame.

Nice avatar BTW.
