2 pair on the button

Party 10/20 6 max, I open raise with 9 [img]/images/graemlins/heart.gif[/img] 8 [img]/images/graemlins/heart.gif[/img] on the button, both blinds call.

Flop is a splendid 9 [img]/images/graemlins/spade.gif[/img]8 [img]/images/graemlins/spade.gif[/img] 3 [img]/images/graemlins/heart.gif[/img]. SB (decent aggro but no world beater) bets out, BB (passive basic) calls, I raise. Both call.

Turn is the utterly wretched J [img]/images/graemlins/spade.gif[/img]. SB bets out, BB calls again. No action feels right here. How can I make this work?

I think you have to call. See what happens on the river.

I would call. Raising would be horrible I think and folding is pretty bad also. You are right, though in that none of the choices is particularly appealing.

Yeah, calling is best. You can still improve to a full house on the river. If you don't improve on the river, I would still call unless a fourth spade hits. The turn donk bet might be a flush, but it also might be a lower pair trying to play up the scare card.
