This is an intersting strategy. Is this something the US should try? LOL. Our friends the Saudis.

RIYADH (Reuters) - Saudi Arabia gave Muslim militants a final chance to surrender on Wednesday under a one-month amnesty after authorities killed an al Qaeda leader in the oil-rich kingdom.
"Those who surrender voluntarily within no more than one month from the date of this speech...will be treated according to God's law," de facto ruler Crown Prince Abdullah said in a speech on behalf of King Fahd carried on state television.

But he warned militants loyal to Saudi-born Osama bin Laden's network that if they did not hand themselves in, they would face the "unflinching power and unshakeable determination" of the government.

"...God is merciful and therefore we announce, for the last time, that we are opening the door to an amnesty and a return to the righteous path for everyone who strayed off that path and committed crimes," Prince Abdullah said in the televised speech.

Security forces killed Saudi al Qaeda leader Abdulaziz al-Muqrin along with three other prominent militants on Friday, hours after the militants beheaded U.S. hostage Paul Johnson. Saudi security sources say many more high-ranking militants have been arrested.

Al Qaeda, which has waged a year-long campaign of violence targeting Westerners, government sites and oil workers, has vowed its jihad (holy struggle) will continue.

"Everyone knows that we are not saying this out of weakness...but that it is a choice for them and that we, as a government and people, opened the door for those with wisdom to return to safety," the crown prince said.
