Yes it can, I did it yesterday with my friend infact. Partypoker did call me up and ask if it was ok with me that my friend used my neteller account, and of course I said ok, because I was the one that put in all the info.

You can't have two accounts on the same site anyways so I'm not sure why you are worried about funding them. Party will close/freeze one of your accounts and let you keep one open.
