Stop and Go...What is It?

I've read a few posts--mostly related to tournament play but a few in ring game situations--where players refer to "the stop and go" move. What exactly is the "stop and go" play, how do you use it, and when is it generally advisable?

a stop/go usually refers to someone just calling on one round and then betting on the next...

for example:
flop comes XYZ, UTG bets, MP raises, UTG calls
turn comes M, UTG bets...

UTG stopped on the flop by just calling then "goed" on the turn by betting out...
