The play had been relatively tight for a low-stakes (10/1) PP tournament. Additionally, I had been playing tightly from the get-go. So I considered my UTG raise with TT risky, but not stupid. I think when the button re-raises, though, I lost it.

Furthermore, is it generally incorrect to play aggressively against someone who is short-stacked? Many of my recent losses have been a result of players who went all-in against me (keep in mind, this is limit) after I raised preflop. My understanding is that one must go all-in with sub-par hands before one gets blinded--so doesn't it make sense to play good hands against these players? Aren't the odds against them improving their hands?
