This lay-down irked me because I hated laying down to a minraise. I put him on a mid-to-high PP.

I just can't see him holding anything here that you could beat with the possible exception of AQs. With this in mind, you certainly can't call. Looking at the option of the reraise to make him POSSIBLY fold some middle of the road holdings (QQ,TT,99), I don't think you could have done more than cost yourself money at that point. You had $19 and the pot as already $16, so I don't see an all-in driving him off anything other than a pure bluff.

With all this in mind, I think you played it fine.

Possibilities: (1) flush draw with overcards, (2) pocket pair (from 8s up to QQ), (3) an actual J. He could've been bluffing, but remember that you raised before the flop and represented strength. I think your opponent would have been more likely to bluff you if you just limped in.
