The sign is for "Shalom Achshav", Hebrew for "Peace Now", a Peace organization in Israel

"K'she'haMatzvav chara, chayavim l'Hitpanot"
"In a shitty situation, it is necessary to relieve one's self."
"To relieve oneself" in Hebrew (l'Hitpanot) is the same word for "To quit" i.e. evacuate/leave.
