how to open account at empire?

I have searched the forum but i cant come up with a concrete answer to my question. If you have an account at party can you open one at empire? From what i have read you should open the empire account from a different computer. can you use the same email address and netteller account as the one used at party? anyone that knows the proper procedure for switching from party to empire i would appreciate your reply.
