Opponent is fairly ok but a little loose on PF calls.

I would call. Seems reasonable that he made his flush but I don't think you can fold now.

Call or raise, that is the question. I VERY often see players make this kind of bets as a bluff, "semi-bluff" with a pair etc. I'd like to raise, but I'm not sure I would fold to a 3-bet though, so, player dependant I'd say.
