Why do auto dealerships, both used and new dealerships, hang balloons on the cars in their lots?

Do balloons make one ready to come and must have that car?

Say for instance, you are driving down "Auto Avenue USA", and you see balloons on all of the SUV's/pickups/minivans/cars at Bubba's Auto emporium...do you rush in for the latest deal?

Just curious. I wonder why car dealerships seem to think that balloons sell cars. Jeez. Maybe balloons do entice rational adults to drive in and buy a car.

because generally stupid people by cars from those dealers that just get them at auction and mark them up 5,000 bucks. and you never know who or where they came from. balloons and monkeys in clown suits pull those mental giants in like flys on pig ship. the smart ones just buy new or out of the paper and met the owner and can size up how the car was cared for.
