I haven't seen an actual definition for this posted anywhere. Am I guessing correctly in thinking it means being saved time and time again by the river when, at the turn, I am losing the hand?

That's it. It's another term for a bad beat. You don't have anywhere near the odds to be calling and you hit your hand on the river.

A bad beat is when someone sucks out on you. A suck out is when you lay a bad beat on someone else.
