I've seen lots of people (fish especially) become super aggressive with a short stack. They either want to win a big pot, or get it over with. I once saw a 10-20 player post a live straddle, and then bet/raise all the way with nothing. He was just ready to quit and wanted to go out with a bang. So maybe, his aggressiveness had nothing to do with the strength of his hand. With that said, I would suggest raising the turn, but I doubt he would have folded.

Not much else you can do, too high a probability that it's just a fish racking off.
