The book is meant for beginning to early intermediate players. You do need to have played at least a little poker to benefit from it. It's ideal for home players who want to move up to casino or online play, or who have already tried to do so but have met with limited success.
The book is published by ConJelCo, the same folks who publish the Lee Jones book on hold'em, and it's available through the ConJelCo Web site as well as through Amazon.
