From a legal standpoint how can there be an antiterrorism Czar as well as a drug Czar? I believe in Utah there is a porn Czar.

Does the constitution not ban titles of nobility? Isn't Czar a russian version of Caeser which is a title of nobility?

Any legal minded people here know this? Has this issue been raised in the courts?
