Everyone. The 600 year rule applies - in a country like England, everyone can trace back to someone royal of 600 years vintage. 600 years ago, just about every country had royalty or intermarried with those who did (except maybe Iceland).

So, even Steven Punk, who is only pretending to have royal ancestry, actually does have them.
