illegal for Party Poker to do to me?

I signed up my brother under my affiliate for party poker a week before Christmas. He deposited $50 and busted out and then I convinced him to redeposit $50 to get his $25 bonus and he did. After he got the bonus and busted out again he never played on Party again. He went back to his college after winter break. I never got the $65 affiliate payment for signing him up and had repeated arguments with Party Poker about it. They say they put my payment on hold because my bro didnt generate as much rake as expected and that the sign up could be fruadulent. I kept telling them to call my brothers dorm and talk to him personally but they never took any measures to confirm my brother is a real person. They are idiots and they owe me my $65. They cant just not pay people their affiliate money because the player signed up dosnt want to play poker anymore on their site. Am I right here? What should I do?

they wouldnt allow me to cashout because my uncle signed up for a partypoker account at my house. they said we were colluding because we both had signups from the same computer. uhh.. hello? we have one computer, how are we cheating? we've never been logged on at the same time.
