i believe it is somewhere around 40:1

If you have two cards of different rank X and Y, and you want to make two pair by pairing each of your hole cards (flop of XYZ) then there are 3*3*44 = 396 flops out of 19,600 total flops or (19,600 - 396):396 = 48.5:1 against. The odds against flopping either 2 pair, trips, a full house or quads is 27:8:1.

Well, of course you have to count all the trip, full house and quad flops, being careful not to double count anything.
Again if your hole cards are X and Y with X <> Y <> Z then:
2 pair
XYZ flops = 396
Trips
XXZ flops = (3*2)/2*44 = 132
YYZ flops = 132
Full House
XXY flops = (3*2)/2*3 = 9
YYX flops = 9
Quads
XXX flops = 1
YYY flops = 1
Total flops for 2 pair, trips, full or quads = 680
So (19,600 - 680):680 = 27.8:1
