I have no idea what the guy had but I do know that you should definately be raising the river here. If you are 3-bet then call and pray he didn't turn a boat. I do not think there is a question of whether to raise or not.

Without other information, I wouldn't have been surprised to see QQ so I can understand your hesitation. I think I still would have raised the river and call a 3-bet.
