Question about blackjack

Under the rules, Dealer must draw to 16, Does that mean if the dealer's first two up cards are say 10-6 he must stand on 16 or can he take a hit?

The dealer must take a hit if he has 16 or less. Some casinos also make the dealer hit a soft 17.

Though the casino is happy to hit soft 17, since it increases their edge.
