I three bet this river almost everytime. Your only fear is that he hit backdoor flush. Would he stay in for a BD flush draw heads up with nothing on the flop, unlikely. The hands that he could have logically are 76/Q9/Q7(if he is weak), unlikely he has a set, which you don't fear, as he probably would have raised the turn.

I'd 3-bet for sure. He's gonna have two pair way more often than a backdoor flush. Significantly more than 2/3 of the time, I'd guess.
