There is a recent post about a rule regarding an all-in bet that is less than half a normal bet not actually being a bet and therefore cannot be raised.

In Dov's example, the all-in was last to act after everyone had checked. But what if the all-in was in EP. Could someone complete the all-in "bet" after his all-in and have that bet raised behind it?

For example, 4 people on the river at a 10/20 table.

1st player goes all-in for $7
Can 2nd player bet $20?
If so, can player 3 raise to $40?

Yes. Most places, it works like this:

If EP's all-in bet is less than half a bet, others can either call or "complete" the bet to $20. Then others can call or raise, just like normal. If someone has already checked (ie: the all-in happens after they act), they cannot complete to $20 since the less than half bet does not count as a bet that reopens action - all they can do is call or fold.

If EP's all-in bet is half a bet or more (say if it were $12 in this case), others can either call that or raise it $20 to $32. Then others can call or raise another $20 to $52 and so forth. If someone has already checked, in this case they can raise this bet, since this all-in bet counts as a regular bet that reopens action.

Nice explanation, Ulysses. I've never seen the rule set out this succinctly.
