It's unclear to me what is meant by this phrase. Isn't every bet a "value bet"? It must have some conventional, specific meaning that escapes me.

It's also implied that you have something less than the nuts. "Value bet" suggests the exercise of judgment, which isn't necessary when you have a rocket.
