what is a "value bet"

It's unclear to me what is meant by this phrase. Isn't every bet a "value bet"? It must have some conventional, specific meaning that escapes me.

"To bet in order to be called by a lesser hand. You are betting to make money, not to make your opponents fold." The Theory of Poker, p. 278

It's also implied that you have something less than the nuts. "Value bet" suggests the exercise of judgment, which isn't necessary when you have a rocket.
