Dealer delivers the Turn before all action is complete. Floor called. Floor has the incomplete turn action pulled back, sets the exposed turn card aside, then has the table complete the turn action. Instructs the dealer to turn and burn the next two cards so that we would see the same River card (except it’s now the turn). Then he has the dealer bury the exposed early turn card, shuffle, then burn and turn a new River card after the River action is complete. Was this correct?

Yes, this is correct, except that there was a typo in your post, and you meant to say complete the flop action rather than complete the turn action.

Also, in most rooms, when they do this, they do not burn before delivering the new river card, as there are already 3 burn cards that have been taken. Of course, this is of zero significance, as the new river card is just as likely to be one card or another whether you burn or not.
