I'm not sure I understand the question. Do you mean is it possible for you to raise after you call, and everyone has called to you? If that is your question, then no.

But if you mean you call, then someone after you raises--then you can re-raise.

No. The basic poker rule is you can't raise yourself. If you call and everybody either folds or calls, that closes the action.

The exception is if you're in the big blind, then if everybody calls, you have an option to raise because your money in the pot was a forced bet.

The answer is yes. You can call (limp) with a hand pre-flop. If somebody on your left raises, then you can re-raise (3-bet) him.

What the hell? You can limp, re-raise from any position, big-blind or not. Also, in the BB, you have never called a bet, it's a forced bet. When it gets to you and no one has raised, you can fold, check or bet. Of course folding would be stupid, but you aren't "calling and raising" you are just raising as you're forced bet is part of the pot, it's no longer your money.

Further, if you are in the BB and you call a raise, then it gets re-raised, you may cap it just like anywhere else.
